Rwanda’s Cabinet approved the National Data Sharing Policy on 26 May 2025, marking a significant step toward unlocking data’s potential as a public asset. The policy establishes a federated and secure framework for inter-agency data exchange, governed by a central Data Governance Unit and supported by standardized classification, interoperability, and compliance rules aligned with the existing 2021 Data Protection Law. A national Data Sharing Platform, built on modern API architecture, will enable traceable, auditable data flows. Rollout will be phased through 2029, beginning with institutional oversight, technical standards, platform development, and training across government.
